Either. You can wait until closer to your birthday or you can do it now. Just so long as you do register your birthday before trying to claim a pet. =)

You choose one pet related to your birthday, yes. And then you choose three of the staff birthday pets. If you get a cake slice it just allows you to get ones from previous years.

I like that we can get whichever of those is being celebrated, but that means we have to wait TWELVE YEARS for the dragon if it's not our birth one. Dang it. I want all of them.

They aren't, just checked. But they ARE in our account, under the UCP tab and at the bottom of the edit profile thing.

Users can change their birthday in their profile settings. Since it's a setting that can be changed we wanted everyone to register their birthday with us and not be able to change it. =) It's also due to the fact that people don't have to claim a pet directly on their birthday, but we still have to be able to verify that they're getting the right pet.

It depends on the group of pets you want to get a pet from that year. All of the pet groups should mention what time frame you can claim them, though looking back I do see I didn't add a time frame for the grab bag. That'll be any time within your birth month though.

Millie; All the groups mention specifically when you should post. The blue celestial Zodiac pets should be claimed during the period of the zodiac sign they represent, for example. It doesn't specifically have to be on your birthday, but it has to be within the month or within the specified time period.
