For a long time, users were allowed one username change and one only. Many years after joining a lot has changed for a user, and maybe they're horrified by that username they signed up with back in 2007 or something. A long time ago, she staff had a discussion and decided that maybe it was time to change this rule, though we still needed to put some limitations on it so people aren't changing their names daily/weekly. After it was all decided though, it got pushed to the back of our minds or something and the lovely topic that Shrewdberry wrote up about the name changes just sat around for a long time despite being ready for the public. (Seriously. You can see she wrote that thing back in September, man.)
