In the event of a sudden departure from Evelon, this will sort out who goes where. Sudden departure includes (but isn't limited to) being banned, an official "I'M LEAVING BYE" notice, or if there has been no activity in like... 5 years.
If a character has an official lifemate that belongs to someone else, then that character should go to that person. Lifemate status is noted in the character profiles in my Zoo Pen.
