I've been wondering for awhile--I know that most if not all "albino" Lucain come out with a slightly colored lineart, but can this effect be produced with a Palette Potion? Obviously, say, white lineart would be out of the question (because it would look terrible!), but can a palette baby have, say, a dull dark red lineart or a dark green lineart? Or is this reserved only for random chance and albinos and custom Lucain?

We had a little chat about it (and I'll have to come up with a thread explaining the little intricacies of Palette Potions) and palette potions cannot create babies with full lineart as that is going to remain a custom-only thing. Albinos and other colored lineart babies can pass down their colored lineart but you can't get a palette potion to force it out.
