Pet Question: How do you receive your own pet?

I'm sorry, but how do you actually get a pet? Do you just get the code from Baal's Site, or do have to create a pen first? I ssearched all over the forums and couldn't find anything to answer my question. Can someone help me out (who have a pet and have been here longer than me)

You see a colorful Canopy Gurador, rare in these parts, head hung high, and as he flitters past, you notice that he accidentally dropped a badge on the ground. It looks like such:
Obviously it must mean something, but the pet is then gone in a flash. Curious, isn't it??
